241 - Why Hand It Over?
Werner Holt arrived at nine AM exactly. Not five minutes early. Not two minutes late. Exactly on time, which Jake clocked the moment Harrison texted to say he was in the lobby.'He's telling us something,' the Whisperer said.'Yeah,' Jake thought. 'He's telling us he does things deliberately.'Harrison brought him up. Jake and Sora were already in the conference room. Mei Ling had swept it at six that morning. No windows facing the street. Cameras Jake knew about and two Werner didn't need to know Jake knew about.Werner came in and didn't look like someone walking into a room that wasn't his. He looked like someone who had been in too many rooms to find any of them particularly notable anymore. Seventies. Every year of it without apology. Silver hair. A good suit that had been worn enough that it had stopped being something he thought about. He accepted the water Harrison poured. Looked around the room once. Quick. Exits. Camera positions. The table. Where Jake and Sora were sitting.
242 - The Meeting
He talked. For the first few minutes Jake and Sora just listened. Werner walked them through it methodically, not like someone making a pitch, more like someone reading from a technical document they'd written a long time ago and had memorized without trying to. The detection infrastructure started as three separate companies. Each one looked unrelated from the outside. The first built systems for what they officially registered as unusual electromagnetic frequency monitoring. Industrial applications. Power grid anomaly detection. That kind of thing. "And what it actually does?" Sora said. "Detects and logs Heart energy signatures within a twelve kilometer radius," Werner said. "The industrial applications are real. They're also cover." "How long has it been running?" Jake said. "Fourteen months," Werner said. "It's been active in this city for fourteen months." Jake thought about that. About the last fourteen months. About everything that had happened in this city in that windo
243 - Would It Work Out?
Carter looked at Jake. Then at Sora. Then he said it.All of it. The nineteen-nineties. What Richard Voss had witnessed. What Marcus Vale actually was, not a founder, not a long-serving executive, but something older than the company by a very long margin, something that had been managing what was happening in this city long before the city understood there was anything to manage.Werner had known since the nineties. Had watched Richard Voss try to tell people and get taken apart for it. Had spent twenty years building a system that could prove what Voss had seen. And had walked into Titan's conference room not to take anything. To offer them a choice.Jake sat across from Carter Voss and understood what that choice was.Not the detection infrastructure. Not operational control of three companies. The choice was this: did Titan want to stop being reactive? Did Jake want to stop managing what people knew about Marcus and start being the one who decided what people knew? Instead of spen
244 - Statement Is Ready
Jake's apartment. The morning before all of it.He'd been awake for forty minutes before his alarm. He lay on his back looking at the ceiling and then gave up on sleep and got up and made coffee and stood at the window with it.The plant Tommy had been watering was on the windowsill looking better than it had any right to. The blanket on the couch. The city doing its six AM things.'Today's the day,' the Whisperer said.'Today's the day,' Jake thought.'Are you nervous?''No.''You've been standing at that window for eleven minutes.''I'm appreciating the view.''You're looking at the middle distance,' the Whisperer said. 'The city is not where your eyes are.'Jake drank his coffee. 'I'm fine.''I know you are. I live in you. I would know if you weren't.''Then why did you ask?''Because sometimes people need to say it out loud before they actually believe it,' the Whisperer said.Jake finished his coffee. Set the cup in the sink. Picked up his jacket.'Let's go,' he thought.***Tita
245 - Work Shopping It
Carter sat across from Jake and didn't say anything for a moment. Not because he was choosing words carefully. Because he was actually thinking about it."My father spent thirty years going after something that wasn't his," he said finally. "I watched what that did to him. Not just the money. Not just the failed attempts. It hollowed him out. By the end he wasn't fighting Titan anymore. He was just fighting." He looked at Jake. "I told myself I was different. That I had a plan and he had rage. That I was finishing something he started and doing it the right way." He paused. "And then I was standing in your hallway listening to Werner hand you everything I built and I understood that I was exactly the same. Just more patient about it.""And Werner," Jake said. "What he was actually building.""A leverage network," Carter said. "Not an intelligence platform. He was going to use everything I assembled to own anyone who knew what happened three months ago. Governments. Private individuals

"Based on that delivery, at least a week.""It showed," Sora said."He committed to it though. You have to respect the commitment.""I really don't."Tommy and Elena were on the same couch. Elena was telling him something quietly and Tommy was nodding with the expression of someone who was listening and also already thinking about the soup.Lily laughed at something Tommy said before Sora could finish her point. Real laugh, caught off guard."What did he say?" Jake asked."I missed it.""It's always the ones you miss."Harrison had the chair he always took. "The buoyancy argument has been going for twenty-two minutes." He wasn't talking to anyone specifically."I know.""I timed it.""Of course you did."Jake stood at the edge of it all with his drink.'Look at this,' the Whisperer said.'I know,' Jake thought.'You built this.''We built this. Everyone in here. You included.''Yes,' the Whisperer said. 'Me too.'Marcus caught Jake's eye from the video call screen across the room and

"It said they know what was sealed three months ago. That they've been waiting. And that they need to speak to the one who carries all four."Jake looked at her."All four," he repeated."The specific number. Not just that Hearts exist. Not just that something happened here. The count." She picked up her bag. "I can't trace it further tonight without flagging the frequency and I don't want to do that until I know what I'm dealing with." She held his gaze. "Jake. It chose tonight. The night the announcement went public. The night Titan stopped hiding.""Yeah," Jake told her. "I know.""Tomorrow.""Tomorrow."She said goodnight and left.Elena had fallen asleep against Tommy's shoulder. Jake turned the main lamp off and left them there. He went to the window. The city was doing its midnight things. Traffic thin. Some buildings still lit. Normal and alive and completely unaware of what was moving through frequencies it had no instruments to detect.Inside him the Council slept. The four
248 - Caging And Sealing Are Two Different Things
Jake left the building at midnight and was back by five-fifteen.He hadn't slept. He'd gone home, sat on his couch for approximately forty minutes, stared at the plant Tommy kept watering, and then driven back because lying in the dark thinking about an ancient frequency wasn't doing anything useful.Mei Ling was already there when he arrived.Neither of them mentioned this. She had three screens running and a coffee she'd clearly made herself because the machine in the corner was still warm. She didn't look up when Jake came in. She was already pulling data across from one screen to another with the focused energy of someone who had also not slept and had decided to be productive about it.Jake sat down and poured himself a coffee from the same machine."You've been here since when," he said."Since two," Mei Ling said. "I went home at midnight and lasted until one-forty-five before I gave up on pretending I was going to rest." She turned from the screens. "I spent three hours runnin
249 - What Mei Ling Found
"Unknown," Jake said.Tommy chewed on that for a second. "Is she the kind of not-friendly where she just shows up, or the kind where we at least get some notice first?""She sent a message and waited," Jake said. "So probably the second kind. Probably.""Probably," Tommy repeated. "Great. Love that for us.""What does she want?" Sora said."She said she needs to speak to the one who carries all four," Jake said. "That's all we have right now."Sora looked at the coordinate on the screen. At the empty mountain valley in the satellite image. "So someone needs to go there."The room went quiet."I'm going," Jake said."I know," Sora said."I'm not asking for opinions on that part," Jake said."I know that too," Sora said, picking up her coffee. "I'm coming with you."Jake looked at her."Also not a question," she said.'She's going whether you agree or not,' the Whisperer said.'I know,' Jake thought.'So you might as well agree and save everyone the ten minutes.'"Fine," Jake said."Tha
250 - What Marcus Knew (I)
The conference room cleared in about four minutes.Jake asked for the room. Everyone grabbed their coffee and left without making anything of it. Elijah took the food Tommy brought on his way out. Tommy looked at Jake once, got the nod, and went.Door closed.Jake, Sora, Harrison.Jake put his phone on the table. Picked it up. Called Marcus back.Marcus answered immediately."I have Sora and Harrison with me," Jake told him. "Talk freely.""Good," Marcus said. "That's good."Sora sat down across from Jake. Harrison moved to the wall near the door with his coffee, already in listening mode."Tell me about Vienna," Jake said.Marcus took a breath. "Forty years ago I owned a building there. Small. Private office space. I used it for meetings with people who couldn't be connected to anything with my name on it publicly." A pause. "I arrived one morning and she was already inside. Sitting at the tab
