"Arbiter—" the Sovereign started, light flaring in what might have been panic."Be silent." The single command landed with enough weight that the Sovereign's light visibly flinched, condensing smaller, dimmer. The Arbiter turned back to Bara, gold veil shifting like slow-moving water. "I'm formally invoking Concord oversight. No further action will be taken against you or your family tonight. But I want to be honest with you about something the Sovereign wasn't, because you've clearly earned better than more lies.""Go on," Bara said, bracing himself without quite knowing for what."Titan isn't simply a Key," the Arbiter said. "He's the last surviving Key of a Comb that was destroyed nine generations ago — a Comb whose bearers were slaughtered by the very Concord I represent, for a rebellion that history has not been kind about remembering accurately. Titan has spent three centuries searching for a bearer he trusts enough to finish what that rebellion started.

The old woman's voice had gone thin with something Bara hadn't heard from her all night — not caution, not calculation, but actual fear, and that alone was enough to make his stomach drop before he'd even turned to look at what was tearing through the narrowing seam above them. It came through wrong, unlike the Sovereign's fluid gold light or the Sentinels' ordered descent — it came through violently, black smoke shot through with red where gold should have been, a shape that kept almost resolving into something recognizable and then refusing to hold still long enough to be understood. The rain hissed to steam wherever the smoke touched it. "Arbiter," the Sovereign said, its earlier arrogance completely gone now, "I didn't summon that. The thought wasn't his own, and yet it arrived inside his skull in the exact rhythm of his own heartbeat, and for one dizzying second Bara wasn't sure where he ended and Titan began. Gold light didn't just wrap around his wrist anymore — it poured up his arm, across his shoulders, down his spine, and when he looked down at his own hands he saw, faintly beneath the skin, the ghost-outline of wings. The Comb-Killer's next strike came in exactly the same brutal arc as the last, and this time Bara didn't dodge and didn't absorb. He met it. His fist connected with the churning black-red smoke, and for one impossible instant the whole alley lit gold from the inside, bright enough that Bara heard someone — Reza, probably, still refusing to run — cry out and shield their eyes.
