Three weeks after the fall of Reed Tower, Blackridge City was still learning how to breathe.

The city had changed, but not as much as the headlines suggested.

Every morning, newspapers carried photographs of arrests, resignations, investigations, and politicians being escorted from government buildings. Television stations replayed the footage from Reed Tower until the images became familiar.

Michael Lawson in handcuffs.

Alexander Reed being taken into custody.

Adrian Cross surrounded by federal investigators.

Commissioner Richard Sullivan refusing to answer questions.

Judge Charlotte Morgan leaving the courthouse through a side entrance while reporters shouted questions at her.

For the first time in years, powerful people in Blackridge were afraid of the law.

But Ethan Carter knew better than anyone that fear did not mean defeat.

He stood beside the window of a small apartment overlooking the river, watching the city wake beneath a pale morning sky.

Traffic moved slowly along the streets.

A ferry crossed the river.

Workers hurried toward offices that had survived the scandal.

Somewhere downtown, construction crews were already repairing buildings damaged during the final confrontation.

Blackridge was rebuilding.

Ethan wasn't sure what he was doing.

He had spent three years dreaming about freedom.

Now that he had it, freedom felt strangely unfamiliar.

His eyes moved to the kitchen table.

A black envelope sat there.

No name.

No address.

No explanation.

He had found it beneath his apartment door twenty minutes earlier.

Inside was a single sheet of paper.

Names.

Thirty-seven of them.

Some belonged to businessmen.

Others belonged to former police officials, judges, government contractors, bankers, and people Ethan had never heard of.

Beside several names were account numbers.

Beside others were locations.

One name had a single word written beneath it.

ALIVE.

Ethan picked up the paper again.

His phone rang.

He looked at the screen.

Olivia.

He answered.

"You're awake."

"I've been awake for an hour," Olivia said. "You?"

"Long enough."

There was a pause.

"You got something, didn't you?"

Ethan looked at the list.

"How did you know?"

"Because you sound like the guy who found a murder weapon."

A faint smile appeared on Ethan's face.

"You know me too well."

"I've been covering your story for three weeks. I'm allowed."

Ethan looked toward the door.

"Come over."

"Already on my way."

The call ended.

Ethan placed the list on the table.

He had promised himself he would never become obsessed with the past again.

But the names on that paper made one thing clear.

The conspiracy had not been the entire disease.

It had only been one infection.

Someone had survived.

Someone had prepared this list.

And someone had wanted Ethan to find it.

An hour later, there was a knock.

Ethan opened the door.

Olivia stood outside wearing a dark jacket and carrying a folder under one arm.

"You look terrible," she said.

"You say that every time."

"Because you keep proving me right."

She walked inside.

Her eyes immediately found the paper.

"What is that?"

Ethan handed it to her.

Olivia read the first few names.

Her expression changed.

"I know two of these people."

"Who?"

"Charles Venn. He's a financial consultant who worked with Cross before the investigation started."

She pointed at another name.

"And this one. Daniel Rourke."

"Who is he?"

"Former deputy director of a federal procurement office."

Ethan frowned.

"Why would he be on this list?"

"That's what we're going to find out."

Olivia turned the page over.

There was a handwritten message on the back.

Three words.

THEY MISSED ONE.

Ethan stared at it.

"One what?"

Olivia shook her head.

"I don't know."

His phone vibrated.

Unknown number.

Ethan answered.

"Who is this?"

Silence.

Then a distorted voice spoke.

"You're looking in the wrong direction."

Ethan's expression hardened.

"Who are you?"

"The people you defeated were only the people you could see."

The line went dead.

Olivia stared at him.

"What did they say?"

Ethan lowered the phone.

"They missed one."

Olivia's eyes narrowed.

"That's what the note says."

Before Ethan could answer, someone knocked on the door.

Three quick knocks.

Two slow.

Ethan immediately reached for the pistol hidden beneath his jacket.

Olivia stepped back.

"Who is it?"

A familiar voice answered.

"Emily."

Ethan relaxed slightly.

He opened the door.

Emily Carter entered carrying a medical bag.

She looked healthier than she had weeks earlier, but Ethan could still see the exhaustion around her eyes.

"You two look like you've seen a ghost."

"Not a ghost," Olivia said. "Something worse."

She handed Emily the list.

Emily studied it.

Her expression became serious.

"I recognize this name."

She pointed to one near the bottom.

"Dr. Marcus Vale."

Ethan looked at her.

"Who?"

"Medical examiner."

"Where?"

"Federal forensic laboratory."

Ethan stared at her.

"How do you know him?"

Emily hesitated.

"Because he contacted me the night before I was taken."

Ethan stepped closer.

"What did he want?"

"He told me someone was altering forensic records."

"Who?"

"I asked him that."

Emily's voice dropped.

"He never got the chance to answer."

Olivia frowned.

"What happened?"

"He disappeared."

Silence filled the apartment.

Ethan looked at the list again.

Marcus Vale.

One of the names had a small mark beside it.

Alive.

"How long has he been missing?"

"Since before the Reed Tower operation."

Ethan's mind began connecting pieces.

Lawson had controlled intelligence.

Reed had controlled military contractors.

Cross had controlled money and contracts.

Kane had controlled the streets.

But forensic evidence had been manipulated long before Ethan's arrest.

Someone had needed access to medical records.

Someone who could alter evidence without attracting attention.

Someone inside the system.

Emily looked at him.

"You're thinking about going after him."

"I'm thinking about finding out where he went."

"That's the same thing."

Ethan folded the list.

Olivia watched him carefully.

"You know what happens if you start this again."

"I know."

"You just became free."

"I know."

"You could disappear again."

Ethan looked through the window at Blackridge.

"I spent three years behind bars because people decided the truth didn't matter."

He turned toward them.

"I'm not going to make the same mistake."

Emily sighed.

"Then we're coming with you."

Ethan shook his head.

"No."

Olivia raised an eyebrow.

"You've learned absolutely nothing."

"I learned that everyone around me gets targeted."

"And?"

"And I'm not putting you through that again."

Olivia folded her arms.

"You don't get to make that decision alone."

Emily smiled faintly.

"She's right."

Ethan looked at both women.

For the first time in weeks, he almost laughed.

"Fine."

Olivia picked up her jacket.

"Good. Because I already called Mason."

Ethan stared at her.

"You did what?"

The apartment door opened.

Mason Walker walked in carrying two laptops and a paper bag.

"I brought breakfast."

Ethan looked at Olivia.

"You called him before I agreed?"

"Obviously."

Mason dropped the laptops onto the table.

"So what's the new disaster?"

Ethan placed the list in front of him.

Mason's joking expression disappeared.

He read the names.

Then he looked up.

"Where did you get this?"

"Someone left it at my door."

Mason picked up the paper.

"This isn't random."

"What do you mean?"

He tapped several names.

"These people are connected."

"How?"

Mason opened one of his laptops.

"Give me ten minutes."

Ethan looked at Olivia.

"He's going to say five."

"Probably."

Mason began typing.

Minutes passed.

His fingers stopped.

He stared at the screen.

"Guys."

Ethan moved closer.

"What?"

Mason turned the laptop toward them.

Every name on the list had appeared in the same encrypted database.

The database had been accessed exactly once.

Three days ago.

From inside a federal building.

Ethan's eyes narrowed.

"Which building?"

Mason swallowed.

"The National Intelligence Bureau."

Nobody spoke.

Michael Lawson was already in custody.

So someone else had access.

Someone who had survived.

Ethan looked at the list.

The first chapter of his life had ended at Reed Tower.

Apparently, the second had just begun.
