The driver watches Leon as if he is a helpless goat that is being led to the slaughter house. Leon drives after the men, in their pickup truck, and they even fire some shots into the air. Leon braces himself for the worst, because when he planned on coming to Kator, he made sure to do his research and he found a lot of strange things about Governor Baron.
