The Security Bureau 2
Strength as a criteria for judging awakened individuals was had to determine. There was no set standard metric for measuring the strength of an awakened individual therefore who was more powerful than another could usually only be seen during direct combat and this—determining strength—was important because conflict and competition was predominant in Cerule. In the end, how to become a long coat instead of a short jacket was simple… defeat your opponent to scale the ranks which was easier said than done. There was even less to say about becoming a deputy or chief of security as only the strongest and most trusted few could gain the opportunity to ascend these ranks. And so, without the right opportunity and luck, saying it was impossible to advance in the security bureau was not very far from h to w truth. Conrad Wimble was luckier than most, but most especially he was powerful, possessing the strength to become a long coat officer of the security bureau. Having made it this f
Rogues And Underground Organizations
Conrad answered the previous question from the short jacket officer. “Don’t have many options but to start from the top. Trace the victims back to where they came from and hope that I’ll find something that links them to the previous attacks. Thankfully theres a solid lead here to follow unlike with the previous attacks.” Speaking of leads, the short jacket shifted his gaze to the side where a different set of items was being carried out of the alley. “Yeah, it’s a good thing too. We’ve finally caught a break in the case with this new lead,” the short jacket said. Glancing over at what the short jacket officer was looking at, Conrad scoffed with mild displeasure. “Humph! Bunch of Volt peddling scum. I don’t know what is worse, the fact that I have to worry about a possible rogue lurking around in the area or that I have to seek justice for scum like this.” Conrad’s words were vitriolic and dripping with disdain for the victims, showing a clear reluctance to take up this cas
Dreadful Hope
Karla and Bolin watched with heavy hearts as officer Conrad made his way over to them. A sense of ominous foreboding coming over them causing their hearts to hook on their throats. Especially for Karla who felt like a patient would when meeting a doctor just after taking a cancer test. That feeling of lingering hope within the despair that was a mix of optimism and pessimism created a cocktail of heightened emotions inside her that almost caused her to swoon in dizziness. If not for Bolin’s hands that were firmly keeping her in place, Karla didn’t know how she would’ve remained standing till now. Eventually, Officer Conrad finally arrived in front of the duo, nodding at them while extending a hand in greeting for the two of them. “Good to see you again, Miss Shrutte, Mr Duran. Pardon me for meeting you two in these unfortunate circumstances.” Conrad shook hands with Karla and Bolin, noticing how weak Karla’s grip was—which indicated her worry—and Bolin’s firm grasp that carr
The Fortress
There were six victims that morning, six bodies fished out from the deserted alley meaning six briefcases. Hold a briefcase in his hand with the contraband still inside, Conrad made his way to the intercity of the fortress. Cerule had only one continent called Bo’karr the size of which was almost infinitely measurable. Different species and races of creatures occupy this continent, taking up habitat in both sea and land—above ground or underground. But generally, various races and species of creatures were found in particular regions of the continent. Ceruleans majorly occupy the sound of the continent their population scattered across the vast mountain regions and plains serving as a barrier between them and the rest of the realm and on which they built fortresses to serve both as protection and a battlefront against their enemies. There are numerous fortresses, each a part of a sprawling megalopolis that covers the entire south of the continent which the ceruleans have made th
Sector 3
The environment of sector 3 of the inner city district was a typical upscale neighborhood with neatly paved roads and opulent single-storied duplex buildings that screamed of the affluence of their inhabitants, very much unlike in other sectors where multi-story housing complexes were built for average-income residents to occupy. Wealthy businessmen and factory executives were but a few of those who could afford to reside in this sector. As Conrad made his way through sector 3, his eyes fell on the neatly arranged buildings that were uniform in structure and design down to the last brick and paint job that displayed a lack of individuality, prompting a lack of envy in Conrad. These buildings and the people who resides in them stood as a symbol of status signifying a position of power that elevated them over the regular masses. But Conrad knew that while those residing here could be considered to be people of high standing, they still fell short of the truly influential and power
Volt
Conrad waited, sitting on the couch, hit feet up on the side table like he owned the place showing clear disregard for the owner of the house. He made no other moves, simply satisfied to sit back and relax while watching the program displayed on the entertainment system until finally, about a minute and a half later, there was movement from outside the house and a ghostly shadow rushed into the house while dragging a solid body on the ground behind it. Thud! Arriving in front of Conrad, the ghostly shadow threw the body it carried at Conrad’s feet with a loud thud. After that, the shadow disappeared beneath Conrad’s feet, merging once more with his shadow. At the same time, the other ghostly shadows that spread out from him quickly returned and merged back into his shadow, disappearing from sight leaving only Conrad and a disheveled person lying painfully on the ground. Only then did Conrad move. Sitting up, Conrad looked at the person lying before him and smiled. He was a s
Investigation
Igor was panicked, a feeling he was not very familiar with though it wasn’t entirely foreign to him. Used to being the source of fear and panic in others, rarely had Igor ever had to face such a situation as this one. Yet Igor despite knowing that he was helpless and at the mercy of Conrad, Igor feigned ignorance about what was happening and instead acted clueless. “Sir, I don’t know what you are talking about. I was not expecting any visitors so I happened to miss your visit having left my the house to run some errands. If I had known you were coming I would surely have welcomed you with a better reception.” Igor’s mouth spun, weaving lies for Conrad about his absence from home. While it was true that Igor had been expecting a visit from a long coat officer, it wasn’t true that he had seen him coming. As an underground mob boss, Igor chose to settle in Sector 3 for two reasons. One was because of how comfortable it was here. Unlike other sectors in the fortress that were packed
Investigation 1
Hours later, Conrad stepped out of Igor’s house alone, handkerchief in hand wiping away the water droplets from his palm. After he was done, he threw the handkerchief on Igor’s doorstep and began adjusting his coat. There was a slight wrinkle in places where he had made vigorous movement and along the cuffs of his sleeves, a few areas were a darker shade of crimson from the rest of his coat indicating it had been stained. In the background, a slight whimper could be heard coming through the open door. Hearing this, Conrad frowned in annoyance, and with a single thought from him, the door slammed shut behind him, cutting out the faint cries, replacing them with an eerie tranquility. Finished with adjusting his appearance, Conrad started the journey back. Along the way, his thoughts were filled with the information disclosed by Igor regarding the case he was handling. Thinking back, Conrad remembered Igor’s words when he’d been asked about the shipment of Volt that was being traffick
Division 5
In the end, Conrad got the information he wanted and left, but not before eating up Igor some more as a warning for him to scale down his operations for some time. He didn’t want any other complications in this case that would make solving it much harder for him. In this respect, Conrad acted more like a thug than a government officer and in a sense he probably was. Because investigations were highly reliant of individual awakened abilities, there weren’t any systematic process to solving cases and each security officer acted as they pleased which resulted in situations like this where they oppressed suspects for information and results. As long as the security officers didn’t go overboard and the case was resolved truthfully and without falsification of evidence or wrongful convictions, then the administration turned a blind eye to most of the unsavory incidents they perpetrated. Conrad made his way out of sector 3 and began heading back to his office in the outer district. T
Investigation Protocol
The fortress is surrounded by mountains on one side and plains on the other with the plains stretching further into the southern territory and the mountain being north of the fortress. Lying between these two geographic regions, the north western part of the fortress faced the mountains directly, making it the closest point of the fortress to the mountains. As a wilderness area that is uncultivated by ceruleans, the mountains are home to countless exotic beasts which makes the northwestern part of the fortress the part that was the most prone to attacks from exotic beasts and other creatures. Ironically, the 5th division of the security bureau was in charge of the northwestern sectors in the outer district. As a place that was at risk of attacks and invasions from external enemies, these sectors are sparsely populated and mostly neglected by the administration yet it wasn’t completely abandoned therefore the 5th division was out in charge to ensure the security and safety of these
