For all AS99 soldiers who do not carry the blood of the Ashford clan, they obtain physical upgrades through the body-enhancing experiment.

But once an AS99 soldier reaches the third mega-star level of evolution, they are allowed to drink the holy lake water, thereby increasing their chances of awakening an energetic rhythm. Then they go in to become Generals under the laws of the organization.

It has to be noted that these soldiers were not like those blood-born members of the Ashford clan who have a very high chance of awakening their unique powers after drinking the holy lake water.

In fact, most of the soldiers who are not blood-born have a very low chance of activating their energetic rhythms. After all, the holy lake water is most attuned to the DNA of born-bloods members of the Ashford clan.
