THE ROOFTOP

The city hummed below Cain's feet.

Twenty-six stories of steel and glass. Wind whipped across the rooftop, cold and sharp. He stood at the edge, staring down at the lights. Cars moved like blood cells through concrete arteries. Somewhere down there, bodies were still being collected from the garage.

He'd killed those men.

Not with his hands. Not with a weapon. The Strays had done it. But they'd responded to him. Recognized him. Sarah's ghost had parted the crowd like she was clearing a path for her king.

Cain pressed his palms against his skull. The pressure helped. A little.

*Find me,* Sarah had said.

She was dead. He'd watched her die in Siberia. Her body had been burned beyond recognition. And yet she'd stood before him in that garage, solid enough to hold his hand, solid enough to pull him through—

Through what?

He looked down at his arm. The static-burn scar on his chest ached beneath his shirt. It always ached when the visions came. Like a brand. A mark of ownership.

"You're losing time."

Cain spun.

A woman stood behind him. Dark hair. Dark eyes. A black tactical jacket zipped to her chin. She held a tablet in one hand and a suppressed pistol in the other. The pistol was aimed at his chest.

"Who are you?" Cain asked.

"Someone who just saved your life."

She tapped her tablet. A holographic screen flickered to life. Cain saw satellite imagery of the garage. Burning SUVs. Bodies scattered like broken dolls. A red dot moved through the chaos—his dot—climbing a service ladder toward the roof.

"The extraction team wasn't Agency," she said. "They were Frequency Division. A black-ops unit operating outside official channels. They wanted you for their own purposes."

"And you?"

"I'm the one who put the earpiece in your ear. Marcus's voice was a recording. A message I needed you to hear."

Cain's jaw tightened. "Who the hell are you?"

"Director Vance. I run the real Agency. The one that still believes in rules."

She lowered the pistol. Not completely. Just enough to show she wasn't planning to shoot him. Not yet.

"You have questions," she said. "I have answers. But we don't have time for both. The Frequency Division knows you're on this roof. They have drones inbound. Two minutes. Maybe three."

Cain looked at her. Everything in him screamed not to trust. Everyone who'd offered help had betrayed him. Marcus. The extraction team. The doctors at the black site. All of them had wanted something from him.

"Why should I trust you?" he asked.

"Because I'm not offering you a deal. I'm offering you a choice."

She tossed something at his feet. A burner phone. Basic. Untraceable.

"Marcus Webb isn't dead," she said. "He's been operating in the shadows since Siberia. He's the one directing the assassinations. He's using the Strays to kill world leaders. And he's not done yet."

"How do you know this?"

"Because I was his partner. Before Siberia. Before everything went wrong."

The wind howled between them. Cain stared at her. Director Vance. The name wasn't familiar. But her face was. He'd seen it somewhere. In a file. A briefing. Something from before the static had scrambled his memory.

"Two minutes," she said. "Decide."

Cain bent down. Picked up the phone. The plastic was cold in his palm.

"Who else is hunting me?" he asked.

"Everyone. The Frequency Division wants to weaponize you. Marcus wants to destroy you. The Strays want to consume you. And the rest of the world doesn't even know you exist."

She turned toward the rooftop's edge. A helicopter hummed in the distance. Not friendly. Not rescue.

"Your sister is still alive," she said. "Lena. She's been investigating Marcus. She's uncovered things that could destroy him. That's why she's marked for death."

Cain's blood ran cold.

"Where is she?"

"Safe. For now. But Marcus has her under surveillance. He's waiting for me to make a move. He knows I'll try to protect her."

The helicopter grew louder. Searchlights swept across the rooftop. Cain saw the insignia on its hull. Frequency Division. They'd found him.

"There's a car waiting on the east side," Vance said. "Black sedan. Driver is one of mine. He'll take you to a safe house. From there, you can decide your next move."

"What about you?"

"I have to stay here. Make sure they think you died on this roof."

She raised her pistol again. This time, it was aimed at her own leg.

"Go," she said.

Cain ran.

He'd been running his whole life. Through warzones. Through enemy territory. Through the ruins of his own mind. This was just another run. Another extraction. Another moment of trusting a stranger because the alternative was death.

He found the service door. Burst through it. Stairs. Twelve flights down. His legs burned. His lungs screamed. The static buzzed at the edge of his thoughts, threatening to overwhelm him.

He reached the ground floor. Exited through a maintenance entrance. The black sedan was waiting. Engine running. Door open.

He climbed in.

"Drive," he said.

The driver didn't speak. Just pulled away from the curb. The helicopter circled overhead, searchlights sweeping the streets. But they were already moving. Already disappearing into the city's concrete veins.

Cain looked at the burner phone in his hand.

Three contacts.

One labeled "Vance."

One labeled "Lena."

One labeled "Marcus."

He stared at the third name. His mentor. His betrayer. The man who'd died in Siberia. The man who was somehow still alive.

His thumb hovered over the call button.

Then the static surged.

Cain's vision went white. Sarah's face appeared in his mind. Her black eyes. Her reaching hand.

*Find me,* she whispered. *Before Marcus finds us both.*

Cain dropped the phone.

His hands were shaking. His chest burned. The scar on his skin glowed faintly through his shirt.

"Sir?" the driver asked. "Are you okay?"

Cain didn't answer.

He was already gone. Lost in the static. Drowning in voices that weren't his own.

Somewhere in the darkness, Marcus Webb was laughing.
