“That isn’t possible,” Elias said.
Tessa tilted the tag so the corridor camera could record it. “It is possible. I’m trying to determine whether it’s legal.”
The distinction made him want to strike the wall. Mara had spent her evening repairing hospital monitors. She had not stolen anyone’s hours. Yet the seal on the retrieval order was genuine, and its deadline matched the four-hour reward that had just saved Elias’s life. Someone was arranging his choices in advance.
Hollen struggled against the cable tie. “You don’t understand who she is.”
“She’s my sister.”
“She touched a ledger she shouldn’t have.”
Elias crouched. “What ledger?”
Hollen glanced at Tessa. “The kind that never enters public records.”
A siren sounded from the lower platform. Two armored response drones rolled through the service gate, their lenses sweeping the floor. Elias had seen identical units at collapsed-building sites; those machines mapped heat signatures, released smoke, and could fire restraint darts. The System had once called them rescue equipment. Their software was now controlled by whatever authority had issued the bounty.
Tessa closed the order. “We cannot let them scan him. They’ll take custody of the prisoner and every device on his body. The evidence will vanish.”
“Can you stop the pickup?”
“For ninety seconds, if the old maintenance credentials still work.”
She keyed a command on the tablet. A status tile turned yellow. SYSTEM INSPECTION PENDING. Both drones paused, processing a false obstruction notice.
Elias looked at Hollen. “You’ll come with us. You speak to the judge who supposedly signed my time away.”
“That judge has been dead for six months,” Tessa said quietly.
The words changed the shape of the entire chase.
They hauled Hollen through a utility corridor into a municipal laundromat whose back room held emergency filters. The city outside was lit by hundreds of floating red numbers, each one a stranger’s remaining life. Through the front glass, Elias watched a man on a bicycle stop beneath a streetlamp, stare at his timer, and begin to cry. On the advertisement screen above him, a smiling presenter announced that the Protocol Shift was a temporary measure to stabilize emergency services.
The presenter’s counter read 281:14:09.
“Why does he have weeks?” Elias asked.
“Priority allocation,” Tessa said. “Or friends.”
Hollen coughed a bitter laugh. “Same thing.”
A clinic message arrived on Elias’s interface. MARA VENN—LOCATION CONFIRMED: NORTH WARD HOSPITAL. SECURITY TRANSFER SCHEDULED. She was three kilometers away. His balance showed 03:42:17. Long enough to reach her. Not long enough to survive many mistakes.
Tessa tapped the command line. “I can spoof a routine maintenance audit. It will delay collection, but only if we enter from a registered Hunter terminal.”
“You said you were former Compliance.”
“I am. That means my credentials are dead, not my knowledge.”
“Why are you helping me?”
She hesitated, and that was more informative than the answer. “Because your sister found the one record I failed to protect.”
Before he could ask what she meant, Hollen slipped one hand free. Elias caught the movement too late. The courier pressed his thumb against a contact hidden in his belt buckle.
The laundromat’s display blinked. CONTRABAND DETECTED.
Tessa hurled her tablet toward the fuse panel. The screens died, but the alarm kept sounding from speakers outside. On Elias’s interface a fresh contract appeared.
INTERCEPTION CONTRACT: TERMINATE ESCAPING TARGET.
SUBJECT: JAREK HOLLEN. REWARD: +06:00:00. OPTIONAL: FOREGO REWARD TO PRESERVE WITNESS. TIME LIMIT: 00:00:45.Elias seized Hollen’s freed arm before the man could run. The courier was trembling. “If I survive the next minute, the person who issued your warrant will kill my daughter.”
“That’s a reason to talk,” Elias said.
Hollen shook his head. “No. That’s why I pressed it.”
A small charge clicked inside the buckle. Tessa saw the red indicator first. “Everybody down!”
Elias shoved Hollen behind the reinforced washer bank. The blast broke the room’s windows and filled the air with powdered detergent. Elias hit the floor with a burning slash across his shoulder.
When he looked up, the contract still hung before him. Forty seconds remained. Hollen was alive, crying and half deaf. Outside, the response drones began forcing the doors.
Then the emergency channel came alive with Mara’s voice.
“Elias, don’t come to the hospital,” she said. “They’ve already replaced me.”

Chapter 40: The Record That Followed Them Out
The Trial District's outer gate opened onto a city that already thought Elias Venn had sabotaged it.A news panel above the ambulance bay repeated the Directorate notice. His photograph appeared beside Tessa's and Mara's. The accompanying headline said they had interfered with a lawful continuity test. It did not mention the forged consent challenge, the retired rescue terminal, or the independent adjudicator who had prevented a mass deduction."They moved faster than the public registry," Tessa said."Can they erase the hearing?" Rafi asked."They can delay its publication. They can't easily erase twelve independent complaints and a stamped emergency block. That's why we needed witnesses."Valeen stood near the gate while officers debated whether her safety certificate had been an act of misconduct. She had risked her license, but she refused to surrender the inspection camera. She passed Elias a duplicate of the certificate, signed in ink by Nolan."Don't thank me," she said. "I did
Chapter 39: Twelve Permits and One Prisoner
Meridian had failed to steal the Trial District's hours, so it issued Mara Venn a bill for the time it had hoped to take. The liability field was blank while the System calculated an amount. Elias saw Mara's name above it and felt an old, familiar rage. He wanted to smash the nearest screen, but breaking a screen had never changed what the implants believed."Don't pay anything," Tessa told Mara. "A reserve owner isn't automatically liable for an unauthorized debit. The record is another disputed claim."Mara stared at the notice. "They keep putting my name on things I didn't do. Eventually somebody will believe one of them.""Then we'll keep the originals," Elias said.Adjudicator Lin remained on the emergency circuit. Her block applied only to the invalid authorization used for the rehearsal. She had not resolved the alleged reserve ownership. She also refused to let Merrow's office delay the extraction permits further, citing the completed qualification and the absence of any lawfu
Chapter 38: Zero on the Public Clock
The System had a second way to kill them: bypass the quarantined receiving stations and send a command directly to each implant.Elias remained cuffed to the gate annex wall. Across his vision, a warning explained that fallback collection required a separate emergency authorization. That should have been reassuring. The earlier fraud had demonstrated how little the word authorization meant when somebody could reuse a dead man's credentials."Where does that fallback command originate?" he asked."The municipal continuity node," Mara answered through his earpiece. "Same one shown on the paper ledger. The receivers are quarantined, but the implant radios still listen for certified emergency broadcasts.""Can we switch off the radios?""Not safely. Some medical alerts use them. We need to prove that the emergency authorization is invalid before the fallback is signed."Tessa joined the call from the permit board. "The evidence packet contains the missing consent challenge and a retired d
Chapter 37: The Arrest That Saved the District
Two minutes until Valeen's contract forced her to detain Elias. Two minutes and eleven seconds until their last safety inspection expired. The gate annex smelled of hot insulation. Water beaded on the sealed conduit behind Nolan's shoulder. Elias could see the local receiver's status lamp through the inspection window: red, awaiting authorization. If it accepted the reconciliation packet, the Life Balances of hundreds of people would change at once."Detain me," Elias told Valeen.Nolan turned. "That's your plan?""The inspector can't certify the station while she's under a contract against me. If she fulfills the detention requirement, the conflict may clear.""May," Valeen repeated."Read the contract. Does it require a conviction?"She swiped the order open. "Physical custody. Verified by restraint sensor for ninety seconds. No lethal force permitted unless you resist.""Then I'm not resisting."Valeen hesitated. The rest of the gate annex was empty except for Nolan, who held the i
Chapter 36: The Hunter Who Signed His Own Risk
Valeen Cruz could earn two hours by arresting Elias. Instead, she asked to see the evidence that might cost her career.June's inspection feed showed a live conductor beneath rising water, its insulation split near a relay junction. There was no need to exaggerate. If the water reached the cable, the maintenance mirror could short while it held the only raw copy of the authorization packet."I can certify a hazard," Valeen said. "I can't cancel a regional reconciliation.""We need five minutes to place a hold," Tessa answered. "The clinical receiving stations must be blocked from accepting new signing packets until the challenge audit finishes."Valeen read the safety request in silence. Her credential would make her personally responsible for the decision. Hunters could collect enormous rewards for enforcement; they also incurred enormous penalties for stopping lawful operations. The System had designed the balance between those outcomes to favor obedience."Your proof is good enough
Chapter 35: The Twelve Locked Inside
Eight minutes remained because Elias had proved the rehearsal was fraudulent. He stared at the revised clock. The System had not punished an unlawful act; it had followed a concealed condition buried in the administrative packet. His mission completion notice still glowed green. Above it, twelve extraction permits remained valid and unusable."Send everything to the public printers," Rafi said."The relay is filtering outbound evidence," Tessa replied. "The packet is sealed as a restricted audit. I can file it in the district ledger, but Merrow's office controls the export window."Mara studied the authorization log. "The reconciliation routine has two outputs. Time debits go through the receiving stations. A completion certificate goes to the permit board. If the certificate can't validate, the gates must remain closed. That's what they're using to trap everyone.""Could we stop the certificate?""We need to stop the debit instead. Otherwise the gates stay shut while people lose time
