The other members of the council had exited, leaving only the president and Federico Rodriguez of Ravendale.

When silence had been the order, bearing witness to the complete absence of possible spies, the two men finally began to speak.

"You can hear them grumbling." The president said, referring to the members who had just taken their leave. "I am making a decision of which it's kind had never been made before. From now on, all of them will expect special treatment when their family member is in danger. They would want protection and priority given to them, just like we have done with Ricardo."
