Leo calmly explained the hierarchy that existed in the Central Alliance, there were three walls in the Central Alliance, the outer walls contained everything and everyone, it was also insanely large and covered an immeasurable expanse of land.

The second wall that Seth had pointed out to Kirin, was where the middle-class and second-class citizens lived, if you were rich enough then you could afford a house there but if you were poor or couldn't afford to pay the tax then you were thrown out into the slums.
