The panel’s decision arrived before sunrise.

Kael was still awake when Maerin’s custodian terminal chimed from the other side of the room. Brann had insisted that he sleep in the protected quarters adjoining Black Meridian’s archive, but the pain beneath Kael’s ribs had kept him shifting between shallow sleep and wakefulness.

The notification appeared on the wall display.

  • The Name Removed Before Appointment

The original appointment register was not where the archive claimed it should be.The panel’s authorization arrived before dawn, permitting a limited comparison of FA-AP-17 against the original appointment index and any surviving independent copies. Maerin opened the designated repository, but the first search returned an unexpected result.REGISTER: INDEPENDENT APPOINTMENT INDEXREFERENCE: FA-AP-17ORIGINAL ENTRY: NOT PRESENTHISTORICAL CROSS-REFERENCE: PRESERVEDCROSS-REFERENCE DESTINATION: PRE-REGISTRATION LEDGERDESTINATION ACCESS: REQUIRES INDEPENDENT CUSTODIAN REVIEWElias checked the reference against the metal plate delivered the previous evening.“The plate points to the pre-registration ledger,” he said. “The central index points to the same destination, but neither establishes that the original appointment was valid.”Lyra nodded.“Then we inspect the ledger, not the holder.”Kael sat beside the table with his injured ribs bound beneath his shirt. Brann had insisted on brin

  • The Credential That Belonged to No One

The panel sealed the CR-08 docket before the team left the review hall. Its ruling was immediate: the original rejection, the later disposition claiming that its conditions had been satisfied, and the F-01 source reference were to remain preserved as separate records. No reconciliation was permitted until the authority behind CD-08 could be established.Kael watched Maerin confirm the seal.“Can the panel compel the system to identify who submitted the determination?” he asked.“It can request the credential history,” Lyra answered. “That is different from compelling the archive to reveal a sealed identity. If the credential was issued to a protected person, we must follow the applicable disclosure procedure.”“And if it was never issued to anyone?”“Then we may have a different problem.”They returned to the review table, where Elias had already opened the historical credential index.F-01 appeared in three separate locations. The first entry classified it as a fallback administrator

  • The Decision That Had No Author

The authorization to enter the First Authority Review Hall arrived at noon.It was narrower than Kael expected. The panel permitted the team to examine the source package for RC-11.4, the resolver’s deployment history, and any preserved decision records associated with CP-06. They could inspect procedural metadata and compare independent copies. They could not restore missing links, execute the resolver, or access protected witness identities. One additional condition had been added.Any record whose authority could not be established had to remain preserved in its existing state.Lyra read the condition aloud.“That should prevent another completed status from being mistaken for a valid decision.”“Unless the system tries to complete something while we’re inside,” Brann said.“Then we record the attempt and stop it within our authority.”Brann looked at Kael.“And you will not attempt to stop it with your ribs.”Kael adjusted the bandage beneath his clothing. “I heard you the first s

  • The Receipt That Outlived Its Authority

By morning, the metal receipt strip had been examined three times. Each examination produced the same result. The strip was physically intact. Its engraved characters belonged to an older generation of independent archival tools, and its seal matched the general design used by the IR-02 receipt procedure. No obvious alteration had been detected.Yet none of those findings established that the strip was authentic.Teren Vos placed the third examination report beside the evidence tray.“We have established that the object is consistent with the period and procedure it claims to represent,” he said. “We have not established who created it, who carried it here, or whether the information engraved on it matches the original register.”Brann folded his arms.“So we have a convincing object that might be telling the truth.”“Or might be designed to convince us of something,” Lyra replied.Kael sat at the far end of the table, his injured side supported by a folded blanket. He had slept badly

  • The Message No One Sent

The panel’s answer arrived shortly before dusk.Kael was resting in the protected quarters when Lyra entered carrying a sealed notification from the independent review office. Brann followed her, wearing the expression of a man who had already decided that whatever the message contained would become another reason for Kael to ignore his injuries.Lyra placed the notification on the table.“The panel has authorized a neutral contact attempt with W-01.”Kael sat up carefully.“Through the existing channel?”“Only after the channel’s current security status is checked. The message cannot mention CP-06, RE-12, or the suspected alteration of PR-09. It will ask whether the protected custodian wishes to receive a procedural update.”“And if they don’t respond?”“We leave them alone.”Kael nodded. “Good.”Brann looked between them.“I’m pleased we have finally reached a decision that doesn’t involve dragging an injured man into an underground chamber.”“We aren’t going anywhere,” Kael replied

  • The Witness Behind the Safeguard

The panel’s response arrived three hours after the group secured the RE-12 records. It contained only one sentence of authorization and a list of restrictions.LIMITED REVIEW APPROVED: IDENTIFY THE ORIGINAL CUSTODIAN REFERENCE ASSOCIATED WITH PROTECTIVE RULE PR-09, WITHOUT DISCLOSING THE CUSTODIAN’S IDENTITY OR LOCATION.Kael read the order twice.“They’re allowing us to examine the reference.”“Not the person,” Lyra reminded him.“I know.”“And we are not going to use the reference to force contact.”Kael met her eyes. “I said I know.”Brann, standing beside the doorway, folded his arms.“Good. Then you can do all this knowing while sitting down. Your ribs still look terrible.”Kael ignored him and turned toward Maerin’s terminal. The new authorization would allow Teren to trace PR-09 to its original custodian appointment, compare the rule’s first recorded version with its later revisions, and determine whether the current restriction remained within its original purpose. It would no
