The wind blowing across the Concrete ruins of the transit Station Carried the Sharp Smell of ozone and burning rubber.

Noël and Elara Stepped out from the Covered Stairwell into the harsh gray light of the Surface. Thousands of Survivors were Crowded around a massive, pulsing blue obelisk that hovered fifty feet above the asphalt.

Veridia's regional registration beacon.

[Main Scenario #2: Regional Registration has begun.]

Category: Main

Difficulty: F+

Clear Conditions: Register your identity with a recognized faction or secure an independent transit permit within 30 minutes.

Time Limit: 30 minutes.

Compensation: 500 Tribute.

Failure: Designation as an unregistered vagrant.

Noël Stopped near a Concrete barrier, pulling his Collar up against the biting wind. Elara Stood Close beside him, Clutching her broken Spear with white knuckles. Her Chest rose and fell in shallow, rapid gasps.

"Look at them," she whispered, her voice barely audible over the murmur of the Crowd.

Ahead of them, Several men wearing Crimson tabards Stamped with a jagged iron emblem were blocking the main queue leading to the beacon. They Carried heavy ether-rifles and wore polished plate armor, Standard-issue gear for the Red Iron Syndicate's regional tax division.

"Hurry up! Move your f*et!" shouted a burly enforcer with a Scarred jaw, Shoving a trembling middle-aged man away from the terminal. "Registration f*e is two hundred Tribute or three days of manual labor Credit! If you don't have it, get to the back of the labor line!"

"Two hundred?" the man Stammered. "I don't have any Tribute! We just got out of the tomb!"

"Then you belong to the Syndicate now." The enforcer grinned, grabbing the man's shoulder with a heavy iron gauntlet.

Noël watched the Scene with a blank expression. Regional tax Collection was mandatory under Codex guidelines, but the Syndicate was inflating the entry f*e by a factor of four, exploiting the ignorance of newly Surfaced mortals who didn't yet understand interface rules.

[The Gallery-being 'The Auditor of Ash' observes the financial extortion with Cold amusement.]

[The Gallery-being 'The Hollow Cartographer' notes the discrepancy in regional tax rates.]

[150 Tributes have been granted.]

[Current Tribute Possessed: 6,650]

[Mnemonic Ledger: 5 / 60 Fractures]

Noël's mind became Complicated.

According to his ghost-memories, the Syndicate's local tax authority was legally bound by Section 4 of the Surface Transit Charter. Any mortal who Cleared a Tier 0 trial zone via Solo deployment was technically Classified as an independent Contractor, exempt from mandatory labor Conscription for the first twenty-four hours.

The enforcers were Counting on the fact that nobody down here had read the Charter.

"Stay here," Noël Said to Elara.

"Where are you going?" she asked, grabbing his Sleeve. "Those guys have guns. If you try to push past them..."

"I'm not going to push past them."

Noël walked out from behind the Concrete barrier and approached the registration queue.

The burly enforcer noticed him coming and Stepped into his path, lowering his rifle barrel toward Noël's Chest. "Hey. Stop right there. Registration f*e upfront, or hand over your weapon and join the labor pool."

Noël looked at him and made a slightly Complicated expression.

"Captain," he Said. "To be exact, I'm not registering under the Syndicate."

The enforcer let out a loud, harsh laugh. "Everyone registers under the Syndicate in this Sector. You think you have a Choice?"

"Section 4, Paragraph 1 of the Surface Transit Charter."

The enforcer's laughter Stopped abruptly. His eyes narrowed behind his visor. "What did you Say?"

"Independent Contractors who Clear a trial zone without party Support are granted a twenty-four-hour administrative waiver from regional taxation and Conscription," Noël Said smoothly, his voice Carrying over the murmurs of the Surrounding Crowd. "Your terminal is currently broadcasting my Clearance ID from the Iron Tomb. If you force a labor Contract on me right now, your checkpoint unit will log an illegal Coercion violation."

The enforcer stared at him as if he were Speaking a foreign language. His jaw worked Silently for a moment before he Spat onto the pavement.

"You talking back to me, you little bug? I don't Care about any Charter. Pay the f*e or get on your knees."

He raised his rifle Stock to Strike Noël's shoulder.

Noël didn't flinch. He tapped the Side of his Codex interface, forcing his public Clearance log to flash directly into the air between them in bright, undeniable yellow letters.

[Administrative Notice: Certified Solo Clear, Iron Tomb Sector.]

[Status: Independent Contractor. Exemption Active.]

The blue registration beacon above them pulsed in response to the ping, Casting a harsh golden light over the enforcer's Crimson armor.

[Warning: Unauthorized interference with an exempt contractor will trigger a local compliance review.]

The enforcer's tactical display flashed a violent red error message. He stumbled back a Step, staring at the floating warning text with absolute horror. Syndicate officers Caught in a compliance review were routinely demoted and Sent down to the trench levels as fodder.

"You..." The enforcer's face turned pale. He lowered his rifle slowly, his hands trembling with Suppressed rage. "You're playing a dangerous game, kid."

"I'm just reading the rules," Noël Said.

He walked past the enforcer without breaking Stride, Stepping directly up to the registration terminal.

Elara hurried after him, Slipping past the paralyzed enforcer while he was still staring at his flashing error Screen.

[You have bypassed the Syndicate checkpoint using administrative exemption.]

[You have earned 500 Tributes as an achievement reward.]

[Current Tribute Possessed: 7,150]

Noël placed his hand against the Cold glass of the registration terminal.

[Please select your permanent faction affiliation.]

[1. Red Iron Syndicate]

[2. The Aethelgard Vanguard]

[3. The Independent Outlaw Alliance]

[4. Unregistered / Rogue Entity]

Most Survivors panicked at this Screen, assuming they had to Choose one of the major factions immediately. Choosing the wrong faction here locked them into brutal proxy wars before their Stats were high enough to Survive a direct hit.

Noël ignored options one through three and pressed option four.

[Warning: Selecting 'Unregistered / Rogue Entity' will forfeit all regional protection and designate you as an open target for faction bounty hunters.]

[Do you wish to proceed? (Y/N)]

He pressed Y.

[Registration complete. You are now Classified as an independent rogue entity.]

A Sharp, ringing tone echoed in his ears.

[The Gallery-being 'The Auditor of Ash' applauds your complete rejection of institutional authority.]

[The Gallery-being 'The Hollow Cartographer' maps out the empty zones where an independent rogue can still run.]

[300 Tributes have been granted.]

7,450 Tributes.

Noël turned away from the terminal and looked back at Elara, who was staring at him with a look that Combined profound fear and utter bewilderment.

"You... you didn't join any faction," she Said, her voice shaking. "We're completely unprotected now. Anyone can hunt us."

"They can try," Noël Said.

He opened his Codex interface and prepared to allocate the newly farmed Tribute. His overall Stats were still too low for Sustained Combat against professional bounty hunters.

Before he could tap the allocation menu, a heavy Shadow fell across the Concrete.

The air temperature dropped instantly, turning their breath into white mist.

High above the ruined transit Station, the floating administrative platforms ground to a Sudden, absolute halt.

He leaned on his right foot, his silver rapier drawn, its white-gold solar ether flickering against the gale. "My ether flow is lagging.""Keep your breathing steady," Noël said, wiping sweat and blood from his chin.
