The Grand Chancellor's Mandate

The rain over Sector 9 finally broke, leaving the Iron Market draped in a cold, damp silence. High Inquisitor Vane and his two Specialists retreated up the northern avenue, their iron-plated boots splashing through puddles until their silhouettes vanished into the gray smog.

Inside the Sector 9 Emergency Clinic, the atmosphere shifted instantly.

The three hundred slum residents who had barricaded themselves behind wooden shutters began pouring back into the plaza. Whispers spread like wildfire through the crowd: The Inquisitors stood down. The Rogue Doctor operated on an Executioner’s brain in the middle of the street.

"Back to the line!" Lieutenant Harrow shouted, stepping back out onto the threshold with his halberd resting on his shoulder. "If you're coughing or bleeding, form a single file on the left! Doctor's ready!"

Caelen didn't take a break. He washed his hands in a basin of fresh alkali water, snapped on a fresh pair of rubber gloves, and gestured to the next patient in line—a young blacksmith whose hands were severely blistered from an exploding pressure pipe.

[ PATIENT TRIAGE: RESUMED ]

Beside the wooden counter, Officer Lyra Vance stood wiping her rapier blade with a dry cloth before sliding it smoothly into her sheath. She stepped up to Caelen, her storm-gray eyes scanning his calm, unbothered expression.

"Vane won't lie to the Grand Council forever, Voss," Lyra said softly, her voice low enough that the waiting patients couldn't hear. "He suspended Protocol Zero-Hour to save his own skull, but Grand Chancellor Archibald Sterling isn't a corrupt director like his son Valerius. He’s the man who built the Time-Bank."

"A builder who uses poisonous foundation stones," Caelen replied without looking up as he applied an antiseptic salve to the blacksmith's burned fingers. "Archibald Sterling authorized the bio-refinery. He supplied the Chrono-Rot strains to the Poison Guild. That makes him a mass murderer with a title."

"He also commands the High Guild's personal strike legion—the Grand Wardens," Lyra reminded him, her tone dead serious. "They aren't local precinct guards or academy security. They're heavily augmented combat surgeons who use time-manipulation scalpels. If Archibald realizes Vane defected, he'll level this entire sector with heavy artillery."

"Then we make sure he doesn't get the chance to fire," Caelen said, wrapping a clean linen bandage tightly around the blacksmith's palm.

He looked up at the young man, whose pale blue timer read [ 08 Years : 02 Months ]. "Keep this dry for three days. Apply the green salve morning and night. Next."

An elderly woman holding a small glass bottle stepped forward.

"Doctor," she whispered, her voice trembling as she set the bottle on the wooden counter. "My husband... he worked in the lower steam conduits under Sector 10. Three days ago, he started coughing up this black sludge. The Guild clinic in Sector 10 locked its doors yesterday and put up a notice."

Caelen reached out, picking up the bottle. He unstoppered it, letting his Diagnostic Eye analyze the dark, viscous fluid inside.

[ TARGET DETECTED: Sputum Sample ]

[ PATHOGEN IDENTIFIED: Chrono-Rot Strain C (Aerosolized Variant) ]

[ SOURCE LOCATION: Sector 10 Main Water Reservoir ]

[ EPIDEMIC STATUS: Active Outbreak (Stage 1) ]

Caelen’s dark eyes hardened into ice.

"Sector 10," Caelen muttered. The bio-refinery at Pier 4 had been dumping unrefined waste into the river lines that fed directly into Sector 10's central water supply before he shut it down. The infection was already spreading through the neighboring district's drinking water.

"They locked the doors because the outbreak is already out of control," Caelen said, setting the bottle down. He looked at Lyra. "The High Guild isn't planning an artillery strike on Sector 9. They're using Sector 10 as a secondary containment buffer. They're going to let the plague wipe out the entire neighboring district, then claim it was an 'uncontrollable natural disaster' to justify liquidating their hours."

Lyra’s hand tightened around her rapier hilt. "Sector 10 has a population of eighty thousand people."

"Which means we have eighty thousand patients waiting for us," Caelen said, turning to his assistant. "Tim! Pack the mobile surgical kits, the alkali neutralizing agents, and all the clean linen we have in stock."

"D-Doctor!" Tim stuttered, dropping a box of bandages in shock. "We can barely manage the queue in Sector 9! If we expand to Sector 10, the High Guild will declare an immediate blockade!"

"Let them declare it," Caelen said coolly, pulling his heavy leather coat over his shoulders and buttoning it tight. "Harrow, Kael, you stay here with four Enforcement guards to secure the Sector 9 clinic. Lyra, you and the remaining squad come with me."

"Where are we going?" Lyra asked, her eyes narrowing.

Caelen picked up his leather satchel, sliding his scalpels and diagnostic light into their designated slots. He looked out the open clinic doors toward the looming iron aqueducts that connected Sector 9 to Sector 10.

"We're taking the water treatment plant," Caelen said, a cold, razor-sharp smile cutting across his face. "If Grand Chancellor Sterling wants a plague... I'm going to cure his whole supply chain."

High above the smog-drenched lower sectors, in the white marble penthouse of the Supreme Medical Guild Spire, an old man sat behind a massive desk carved from solid black obsidian.

Grand Chancellor Archibald Sterling wore flowing robes of deep crimson silk, trimmed with gold thread that caught the ambient light of floating mana-globes. He looked to be in his late sixties, with sharp, hawk-like features and hair as white as driven snow.

Floating above his head was a magnificent, staggering life-span counter that burned with an blinding, incandescent light:

[ 480 Years : 11 Months : 02 Days ]

Sitting across from him on a plush velvet sofa was a young man in an immaculate white doctor's coat—Dr. Julian Vane, the noble heir Caelen had saved with a pen cricothyroidotomy in Chapter 1. Beside him stood his father, Duke Vane, clutching an official Imperial grievance scroll.

"Grand Chancellor," Duke Vane said, his voice cold and commanding. "My son was nearly murdered inside your academy by an intentional neurotoxin planted by your late son, Valerius. If Dr. Caelen Voss had not intervened, Julian would be dead, and his eighteen years would be in your family's vaults."

Archibald Sterling didn't flinch. He picked up a delicate porcelain teacup, taking a slow, measured sip before setting it quietly onto its saucer.

"Valerius was... reckless," Archibald said softly, his voice deep, gravelly, and carrying decades of absolute authority. "He acted without my authorization, and he paid for his incompetence with his life."

"And Dr. Voss?" Duke Vane pressed, leaning forward. "He saved my son. He cured Officer Vance. And my informants report he just operated on High Inquisitor Vane in the middle of Sector 9, curing a temporal brain abscess that your own top surgeons declared incurable."

Archibald set his hands flat on the obsidian desk, his cold, gray eyes locking onto the Duke.

"Caelen Voss is a dangerous anomaly," Archibald said flatly. "He operates without Guild license, ignores the life-span economy, and hands out free medical interventions to common trash. He threatens the very foundation of our civilization."

"He saves lives, Sterling!" Duke Vane snapped, standing up. "While your Guild sells poison and charges fortunes for fake treatments!"

"In this world, life is currency, Duke Vane," Archibald replied coldly. "If medical care is free, time loses its value. If time loses its value, our empire collapses into chaos."

Archibald raised his right hand, pressing an iron chime on his desk.

The heavy mahogany doors of the penthouse slid open. Four massive warriors clad in full plate armor forged from dark silver stepped into the room. Each warrior carried a massive, six-foot surgical blade that glowed with a terrifying, white temporal aura.

The Grand Wardens.

"Grand Chancellor?" Duke Vane backed away, his face turning pale.

"You and your son will remain in the Upper Spire as my honored guests," Archibald said, his voice entirely devoid of emotion. "While my Wardens march on Sector 10."

Archibald stood up, looking out the floor-to-ceiling glass window down at the distant, smog-covered slums below. His eyes locked onto the glowing golden light of Caelen Voss's 230-Year counter burning bright in Sector 9.

"Dr. Voss wants to be a savior," Archibald whispered softly to the glass. "Let's see how many lives he can save when I drain the blood from eighty thousand hearts at once."

The neutralizing alkali solution hissed as it surged through the stainless-steel pipes, converting the remaining thousands of gallons of raw Chrono-Rot into a harmless, chalky sludge.
