"How dare you accuse me of saying such?" The Prime minister was fast enough to speak before Bale did. "Keep denying the crime and the punishment would be death and your families turned to slaves."

Bale's eyes widened and the only trump card he thought he had just flew out the window. If he insist that the prime minister and Arnold had a hand in what happened, they would be able to find a way to prove their innocence and he would have to take the whole blame. At most the two would be punished by house arrest or a fine to pay a couple of gold. They won't be killed or their status diminished since they are people the empire needs.
