The world is a place of power level and competition between all the inhabitants of the world, including people with systems that represent less than 1% of the inhabitants. Their presence is very dangerous in any country, so they are hunted like beasts everywhere and captured to take away their system and return them to normal. Alison is a kid with a pretty basic system, but she has learned to harness it to outperform everyone else her age. This leads him to get into a fight with one of his friends and causes a lot of damage to the place where he got into a fight, which he couldn't pay for.
